IMPORTANT NOTICE! This website will stop accepting shipment requests soon as the Oregon E-Cycles State Contractor Program (SCP) will end on December 31st, 2025.
Users will be able to access the site until March, 2026 to view reports and past data. Any collector serviced by URT will need to enter final SCP pickup requests by Wednesday, 12/24/25.

Our Mission

The National Center for Electronics Recycling (NCER) is a 501(c)(3) non-profit organization formed in 2005 that is dedicated to the development and enhancement of a national infrastructure for the recycling of used electronics in the U.S. through 1) the coordination of initiatives targeting the recycling of used electronics in the United States, 2) participation in pilot projects to advance and encourage electronics recycling, and 3) the development of programs that reduce the burden of government through private management of electronics recycling systems. At the local level, the NCER has spearheaded an electronics recycling initiative in the state of West Virginia, which has increased awareness in the state, prevented hundreds of thousands of pounds of electronics from entering state landfills, and helped spur the local recycling industry.

While the NCER does not take positions on legislative proposals for electronics recycling systems, the NCER is ready to assist in the implementation of recycling programs across the country and believes that national and regional approaches offer the best way forward. When feasible, the following principles should be incorporated in any consideration of systems for managing used electronics:

      Any system should allow flexibility and encourage competition for the collection, transportation, and recycling of used electronics.
      To the greatest extent possible, local, state, and regional stakeholders should strive to develop systems that are integrated and function together in order to create efficiencies.
      All state or regional-based systems should avoid legal or regulatory requirements that would prevent the establishment of a national system in the future.
      In any system, opportunities for the private administration of the recycling system that may create more efficient systems should be explored.
      Any system should seek national and regional consistency for compliance and data collection.

NCER has never and still does not directly collect or recycle electronics, but assists others whose desire is to do this.

This site is affiliated with Oregon E-cycles, a program created by Oregon's electronics recycling law and financed by electronics manufacturers that provides free recycling of computers (desktops, laptops and tablets), monitors, TVs, keyboards, mice, and printers to households, small businesses and nonprofits, and anyone with seven or fewer items to recycle at a time. The Oregon State Contractor Program is managed by the National Center for Electronics Recycling (NCER).

Why Recycle Electronics?

Americans discard 300 million tons of electronic waste each year, and much of that still goes directly into landfills and incinerators. Recycling these unwanted devices is better than disposal because they can contain a variety of toxic chemicals such as lead, mercury and cadmium, used electronic products are a serious problem in the waste stream and should be recycled.

Conserve Natural Resources

Electronics contain valuable materials – including copper, gold and aluminum – that can be recycled and used in new products. Recycling these materials prevents the need to extract virgin materials, conserving natural resources.

Reduces Gashouse Emissions

Using recycled materials consumes less energy than using virgin materials to make new products. Because less energy is consumed, less greenhouse gases are emitted. The U.S. EPA estimates that recycling one million computers prevents the release of greenhouse gases equivalent to the annual emissions of over 17,000 cars.

Supports the Community

Donating your old electronics supports schools, low-income families, and non-profits by providing needed electronics.

Protects our Health and Environment

Electronics can contain substances of concern, such as lead and mercury. E-cycling protects our health and environment by keeping these substances out of our landfills and incinerators.
